Position Description

We are seeking an experienced Technical Consultant with expertise in Government Health and Human Services information systems to be a key member of the Government Solutions Independent Verification and Validation (IV&V) Project Team. We will be providing our state government client with analysis and recommendations regarding Health Care Reform / Affordable Care Act projects.

Responsibilities in This Role

You will be responsible for reviewing the design, development and implementation of the Nebraska eligibility and enrollment system and associated systems to support the related functionality. If supporting clients by evaluating the correctness and quality of software products through the SDLC is of interest to you, we want to hear from you!

All work will be performed at the client site in Lincoln, NE. We are interested in local candidates, as well as anyone willing to relocate or travel to Lincoln. The successful candidate will apply knowledge of hosting and network environments to evaluate their adequacy and apply their understanding of Independent Verification and Validation methodology, tools and techniques to the following tasks:

  • Evaluating system architectural documentation and plans for technical viability and risks.
  • Providing detailed technical recommendations for improvement and risk mitigation options.
  • Working directly with the client to communicate information and coordinate our team’s efforts with project stakeholders.

A solid grasp of project management, SDLC, QA/QC, IV&V, and risk management - and the ability to communicate about these topics (verbally and in writing) in a polished and credible manner is critical. Additional qualifications include:

  • Detailed knowledge of Service Oriented Architecture and Web Services implementation
  • Recent (within the past 2 years) experience working on implementation based Health and Human Services systems
  • 5+ years of solution architecture experience in large-scale, preferably public sector, system design, development and implementation
  • Thorough understanding of the current Health Insurance Exchange (HIX) requirements and federal ACA compliance rules / challenges.
  • Proficiency in wide range of appropriate tools: Word, Excel, PowerPoint, MS Project, MS Visio & Adobe Acrobat, document management and sharing (MS Teams, SharePoint, Confluence), etc.
  • Previous Medicaid experience and knowledge of CMS MEECL and MECT
