Position Summary:

Under general supervision, the Software Developer I is responsible for application development targeting the District’s Internet systems to including, but not limited to, public-facing web-based customer service systems and internal systems. This position will be responsible to translate business needs into technical solutions for internal stakeholders.  This role requires a unique blend of technical development, creative web design and business skills.  The Software Developer I will work with end users to determine requirements, works with project management to create project plans and schedules, design, code test and deploy systems utilizing modern commercial and open source technologies.


Minimum Requirements:

  1. Associate’s degree in Computer Science, Information Technology, or a related field, plus two years related experience using Java, J2EE, and relational database systems in Windows, or UNIX environments; OR a Bachelor’s degree in Computer Science, Information Technology or a related field of study. 
  2. Working knowledge and skills in one or more of the following: JavaScript, JQuery, SAPUI5, HTML, DHTML, XML, XMLST, CSS, or Flash.
  3. Proficiency with personal computers, to include enterprise wide software (i.e., SAP, CLICK, GIS ); knowledge and skill with Microsoft Office (Excel, Outlook, PowerPoint and Word).
  4. Ability to learn new or upgraded computer software as required.
  5. Strong analytical, problem solving and organizational skills are required.
  6. Strong teamwork, communication and interpersonal skills are required.
  7. Knowledge of relational database design, data access and programming is required.
  8. Experience with portal, web and application server environments is preferred.
  9. Competent with XML, XML Schema, SOA and web service technologies is preferred.
  10. Familiarity with modern web application frameworks is preferred.
  11. Experience in Linux or Unix OS with programing knowledge in Shell Scripts, Perl Scripts is preferred.
  12. Effective oral and written communication skills.
  13. Ability to communicate business user needs to technical staff.
  14. Ability to focus on business solutions and results first before technology.
  15. Ability to listen, comprehend and effectively document business user needs.
  16. Capable of organizing and prioritizing multiple tasks and requests.
  17. Ability to successfully meet deadlines.
  18. Available to support critical systems 24x7x365 to ensure the District’s business and operational needs are met.
  19. Have and maintain a valid Driver’s License.
  20. Possess professional communication skills while maintaining a friendly, courteous and helpful disposition with co-workers, management and customers regardless of provocation
  21. Work is primarily performed in an office setting amid normal conditions of dust, odors, fumes, office lighting and noise. 


Specific Responsibilities:

  1. Provide support for web and other open system based applications.
  2. Interact with business users to gain an in-depth understanding of business needs and requirements, assist in proposing updates and improvements, ensure agreed upon enhancements are well implemented through all phases.
  3. Review existing programs and procedures to suggest changes which will reduce operating costs and improve efficiencies.
  4. Perform general debugging, corrective and preventative maintenance on new and existing systems.
  5. Develop technical solutions for specified architecture and technology, to enhance end user experience with high functionality and performance.
  6. Develop and execute comprehensive and thorough test plans, document non-compliance during testing and report these occurrences to implementation team members.
  7. Develop technical and end-user documentation.
  8. Perform all tasks associated with the lifecycle of a system.
  9. Understand and comply with all pertinent District policies and procedures.
  10. Handle stresses related to effectively completing the above referenced requirements.
  11. Fulfill responsibilities common to all Supervisory, Professional and Administrative positions as stated.
  12. Perform a variety of other duties as assigned.
